Parent’s B2 Rejected under section 214(b): Need urgent advice.

Dear All:

I am on H1 visa (valid up to April 2012) and my parent’s B2 visa has been rejected under section 214(b). Prior to re-applying for their B2 I would like to have expert’s advice on below listed questions. Your advice on this would help me to move forward.

1. How immediate can I re-apply for my parents B2 visa? Their visa (first attempt) got rejected today December 13, 2010.
2. Do I need to pay visa fee at HDFC bank again?
3. Do I need to enter Form DS-160 again?
4. If visa got rejected today can I pay new visa fee immediate tomorrow to obtain new fee receipts?

If you could advice on above questions ASAP would help me a lot.
